From taking University of Maryland's "Ice Cream Making Short Course," to working in a large ice cream chain, to scooping at a small mom & pop, Toby's experience runs the gamut. He made his first serious batch of ice cream in 1997, and has been at it ever since. Toby and Monina have owned and operated the storefront since 2008.
We thrive on building lasting relationships with our community: local youth sports teams, neighborhood ice cream socials, school fundraisers, Easter egg hunts. We're always looking for new ways to support, appreciate, and give back to our community!

Toby made his first batch of homemade ice cream in 1997, while at University of Maryland. It became a passion and hobby at most, until 1999 when he thought of selling homemade ice cream at local DC area Filipino fairs and festivals. He started making bigger batches of ice cream out of his Uncle’s garage, using all natural ingredients and a wooden bucket filled with ice and rock salt. The morning of his first event selling ice cream, Toby woke up early and went down to the freezer, only to discover it had been left open a crack and all his ice cream melted! Undeterred, Toby and Monina bought a bunch of dry ice and soldiered on that morning, and Toby’s Homemade Ice Cream began in earnest at the Philippine Sports Festival and Picnic at Tucker Road in 1999, when Toby and Monina sold their first scoop of homemade ice cream.
Toby’s Homemade Ice Cream in the Westover neighborhood of Arlington, VA is our original location and was previously a bakery. It was then converted to an ice cream shop named Scoop Beauregard’s around 1999. In July 2008, Toby and Monina were looking to purchase a single family home in Westover, and they saw the ice cream shop for sale. W
